IRCC faces backlash over post-graduation work permit refusals due to missing language test results

International graduates across Canada are calling on Immigration, Refugees and Citizenship Canada to reverse Post-Graduation Work Permit refusals issued solely for missing language exam results. A petition addressed to Minister Lena Diab notes that the GCKey application system lacked a dedicated field for uploading these documents, preventing applicants from submitting the required materials. IRCC's website acknowledges the system limitation and states that it is working to add this field. Despite processing delays exceeding 180 days, officers refused applications without requesting the missing documents or issuing procedural fairness letters. Affected students argue that they followed instructions faithfully and deserve reconsideration without additional fees because their language test results predate their application dates.
